Is it grammatically correct?

"I believe people is learnt to fit the job not born to fit the job, Knowledge and experience can be accumulated from time to time but passion and enthusiasm can not be acquired by time."

I need some help on this sentense. Is it grammatically correct?

If you use by with time, it implies that you are talking about an exact time. If you want talk about a duration you can use "in time".
