Is it formal/academical?

Hi guys,
I have some questions about this sentence, would you please help me here?
1. Is it appropriate to begin a sentence with "of the"? Is it academical or formal?
2. Is it a metaphoric statement to use "first-class citizens" to say something technical or academical?
3. I have the same question for the verb "favor". It's a bit weird for me using favor in a academic/formal context. I think it humanize C# and runtime.

I want to know if it is formal enough to use in similar situations.

Of the integral types, int and long are first-class citizens and are favored by both C# and the runtime.
