Is it corret to say

Hello
Is it correct to say:
1) I can't play the piano.
2) The clouds covere the sky.
Off topic, could you tell me the difference(s) between BY and TILL.
For example: I'll be here (by, till) 4:00. I'm kind of confused.
Thanks in advance.

Thanks
