Is it correct to use "would" in this sentence?

Sentence: "I am the one that would have to be angry, not you."

Or is it better to say: "I am the one who should have to be angry, not you."

Or is it compulsory to use the present tense? "I am the one who has to be angry, not you."

For the past situation, use the past participle of "be."

I am the one who should have to be been angry, not you.
I am the one that would have to be been angry, not you.

For the present, use the perfect modal:

I am the one that would have to be angry, not you.
