Is it correct to use pejorative like this?

How would you say both of these?


Is it pejorative to say that he’s a second tier coach that only wins second tier competitions.

Is this correct and natural?

Are we being/Are we pejorative when we say that he’s a second tier coach who only wins second tier competitions.
