When someone says "according to X", I usually expect to hear an expert's opinion on something.

That exchange seems possible to me; "according to me" parallels the structure of the preceding sentence.

I think we don't really use "according to me" instead of "in my opinion" in other contexts, but "according to [someone else]" is generally OK.

For more examples of "according to", check out this song. Or, if you don't like this kind of music, take a look at the lyrics. If you read them, you'll see that "according to me" is used much in the same way as in your dialogue.
