Is it correct to say Country A is considering admission to an organization.

Hello everyone~!! Can I say "Korea is considering admission to WTO"? I think admission is permisson given by an organization. So the WTO should be considering the admission of Korea. It is OK to say that the applicant is considering admission to an organization?
