Forming a government

The political party that wins the most seats in a general election forms the new government, led by their party leader - who becomes Prime Minister. The Prime Minister appoints ministers, including the Cabinet, who often work in a government department, and both run and develop public services and policies.

That's how I would improve the sentence. It might seem odd to have 'run' before 'develop' - since the sequence is to develop and then run - but the incumbent government inherit the "public services and policies" of previous governments, which need to be kept running, and then develop/change policies for (what, as they consider) are for the better. The writer, by using the '...and run and develop...' is seeing that these are two separate functions.
