Is it correct sentence?

The values in the system not to be adjusted automatically upon reservation or cancellation unless we adjusted the value manually in the system

Shall I write as follows.
Upon delivery or reception of items in the inventory, the system will not adjust the values automatically otherwise we adjust the values manually based on the delivery or reception.

That still does not make sense. The following would make sense:

When an item is delivered, we adjust the values manually. They are not adjusted automatically.

However, whether this is actually what you are trying to say, I'm not sure.
