Would it be better this way;
Didn’t Europe feel, till now, remorsful for what it did for Africa throughout its long decades of colonialism? Didn't it feel regretful for seeding regression that the new African generation harvests, and suffers from in all its aspects of life ?

The whole tone seems odd, kunsusuki, and I am not sure of your intention with that style. This is what I would expect...if I understand your intent:

Has Europe finally felt remorse for its long, repressive colonialism in Africa, from which the current generation of Africans continues to suffer?
