Is it correct?

Hello everyone,

Is the following sentence correct, and can the underlined word be used (even if not the best lexical choice)?

"We cannot discuss drug abuse as an adaptation problem without considering concrete examples."

Would you say that the sentence is correct and with logical meaning?

Thanks for the help!
