Is it correct?

"Executed should be the man who bombed the mall yesterday."

We need, "The man who bombed the mall yesterday should be executed."

We sometimes use this order poetically: Lucky is the man who wins the Lotto.

"is" can be put before "the man" but "should be" cannot, why?

I'm not prepared to say that "should be" can never be used in this position.

Happy should be the man who has two wives. (Again, this is poetic!)

"Executed" is a different sort of adjective. You're talking about an action.
Someone should execute him.
He should be executed.
