is it correct?

1- In addition, the political ethenic and linguistics border of modern Europe (came into being) during the Middle Ages.
2-why did towns (develop) during the Medieval period?
"came into being" in the first sentence is it correct ? i mean its grammatical function ? and for the second sentence why didn't we used the past?
