Is it correct?

1. I want to write:

"Somebody failed in this examination yesterday. Someone will fail in a examination next time."

I suppose these sentences are gramatically correct... but I'm not sure...

2. Is it correct to write:

"By having built new comfotable houses we improve the living conditions of people" as I want to impress that we have already built these houses...

The original sentence was:

"By building new comfortable houses we improve the living condition of people"

By having built new, comfortable houses, we have (already) improved the living conditions of (many) people.
But it is also interesting for me...if it correct to write "we improve living conditions" instead of we "have (already) improved"... or I should use Present Perfect anyway as I wrote "having built" before?

I would say it either of two ways. Keep it like the original sentence:

"By building new, comfortable houses, we improve the living condition of people.

By having built new, comfortable houses, we have improved the living conditions of people.
