'Could it be a case, if a person has no muscle ?'

I want to ask a person that if a person has no muscle than this might be the case.

It is impossible for a person to have no muscles.

Do you want to ask if they are not very strong? Do you want to ask if they are not very muscular? (Which means their muscles are well-developed and defined?)

I want to say that he has very less muscles.

You could say he has a slight build.
