I would say "at the site," or "at the time of testing on site."

We urge posters not to use "all cap" format in the grammar forums.

Thanks for your helping me fix this errors. Sorry for the capitalization.

It has been said that the items were found damaged at the time of testing on site.

It's correct, but in my opinion "It has been said" is a bit too indirect for the "western" mentality.

"It has been reported" is probably closer to what we'd say, and it's still indirect enough to avoid pointing the finger directly at anyone.
