Is it correct?

1.Teachers will be benchmarked upon their satisfactory completion of the relevant course.

Should <course> be replaced by <courses>?

2.ABC city will have a more beautiful future.

If the sentence does not mention sth to be compared with,shall we use <more> in this sentence?
