"I believe it appropriate that..." sounds perfectly OK to me. There is no need to add "is". Unfortunately I can't tell you why but if you Google the phrase "I believe it appropriate that" you will find many examples. You will also find "I believe it's appropriate that", which doesn't quite sound right to me. But maybe it's dependent on context.

(One of the problems of being a native English speaker is that you never actually get taught all the subtler nuances of grammar. You just "pick it up as you go along". So many things will "seem right" but I can't explain why.)
