Hi,

'To put someone up to something' means to encourage/persuade the person to do something that they probably wouldn't have done by themselves, and that they quite often regret after they have done it.

eg The boss was angry at my question, so I admitted that Tom had put me up to it. Then the boss was angry with both of us.
