Is it correct?

My friend told me that we could use " It's time stopping." or " It's time we stopping." instead of " It's time for us to stop." Is he right?

Yes, it is
"It is (high) time we did something" , means "it's almost too late for us to ..."
On the other hand, "it's time for us to do something" = Now is the right time for us to ..."
