Is IT A Typo?

Far be it from me to suggest that every politician or indeed every whip has been uh pure and chaste over the last fifty years.

May I take it that 'uh' is a typo? If so, what could 'uh' be originally?

It does not belong there at all the way you have it. If this is a transcript of a spoken sentence, it should have commas: "every whip has been, uh, pure and chaste …." That would signify hesitation in speech.
