Is it a mistake if proper article is not used while saying an idiom?

If i say, "he raised the hackles of my company" or "he raised hackles of my company"; would both be considered correct in terms of strict english?

(You could say "He raised hackles" by itself, but once you add "of my company" you need "the".)

You could also say "He raised hackles at my company".
