Is it a correct sentence "She could not able to speak"?

Please let me know why it is not correct.

It is not correct because could not must be followed by a verb. able is an adjective, not a verb. Anyway, could includes the meaning of able to, so it's like saying the same thing twice. Leave out "able to".

She could not speak.
