Is it a correct sentence

I have found below sentence in a newspaper.

"Those who will turn blind eye will take to task"

I suppose it will be correct to say that "Those who will turn blind eye will be taken to task"

Kindly help.

Let me ask you another question, please.

Even if "turing a blind eye " refers to a future incident, couldn't we use future indefinite (those who will turn.....)? If so, then what is the grammatical rule for that?

We use present for future in dependent clauses.
