is it a correct sentence?

i have come across the following sentence when i read Margaret Thatcher's speech: ‘Let me give you my vision’:

"But their are others with special gifts who should also have their chance, because if the adventurers who strike out in new directions in science, technology, medicine, commerce and industry the arts are hobbled, there can be no advance. "

is it a correct sentence? what is "their are..."? or should it be "there are"?
what is the meaning of "the arts" in the sentence?
can someone explain it to me please?

Yes, it should be:

"But there are others with special gifts who should also have their chance, because if the adventurers who strike out in new directions in science, technology, medicine, commerce and industry, and the arts are hobbled, there can be no advance."

"The arts" here means literature, sculpture, music, painting, etc.

Many thanks. I suspected it should be so but the name Margaret scared me. How come a British PM's speech containing a such basic error?
Someone didn't do their job properly or they are not Conservative enough, perhaps?
