Is it a boy or girl who was born?

Hi! everyone.

Could you tell me whether there is an implicit "who was born" in this usually asked question?

Is it a boy or girl (who was born)?

What does "it" refer to in the above sentence? Is "it" dummy here?

Thanks!

Although the baby is a human, "it" refers to the baby. Everyone understands that the question is about a newboy baby. The same question could be used to ask the *** of an unborn baby, if the parent has found out the *** by virtue of a sonogram.
