Is "is" pronounced "ɪs" or "s" before the unvoiced sounds?

My dictionary says "is" is pronounced "?s" or "s" when it's before the unvoiced sounds except two unvoiced sounds "s" and "?". (Also, It says "is" is pronounced "?z" or "z" when it's before the voiced sounds except two voiced sounds "z" and "?")

The word "is," the third person singular of the verb "to be," is never pronounced "iss." It's always pronounced "izz".
