Is 'is' correct?

The Islamist party is equally split down the middle between its top two leaders.
Spiritual adviser Datuk Nik Aziz Nik Mat backs the group which is pro-opposition leader Anwar Ibrahim, and party president Datuk Seri Hadi Awang backs the conservatives.
But perhaps the most telling of the malaise are the voters themselves.
Should it be 'is' instead of 'are'? If 'are', why? Is it because of 'the voters'?
Thanks a lot.
