Is inviting or has invited?

Hi, Just an hour ago, I heard Director Chua in radio inviting the public to attend the 22nd National Trade Fair on November 9-11 in Legazpi City. If I report it now, which is more appropriate to use 'is inviting' or 'has invited, and why?' Thanks.
