'Is' instead of 'was in that explanation? Am I right?

Hi teachers,
I have these explanations:
The present perfect can also express the number of times (occasions) the actions or situations have occurred at indefinite points in time in the past.
This is possible with an adverb of number or an adverb of quantity at the end of the sentence. Using one or the other doesn’t have much difference.
Shouldn't it be 'was' instead of the red 'is' in the following sentence?
In other words, when we want to specify how often something is done we can use those adverbs.

Thanks in advance.

Technically, I think you are correct. However, the present is often used when giving explanations or directions.

This is OK. Since you are talking about the use of the present perfect, to be precise you would say ... how often something has been done ..., but in my opinion, that is a hypercorrection that just confuses the reader.

Almost as good as "instantiate", isn't it? Emotion: big smile
