Is + ing or had + past participle?

Dear xxx,
Further to below mentioned, the PTI is already pass, append here with our invoice for your further action. Will send you the PTI report once receive it from our technician.

Or

Dear xxx,
Further to below mentioned, the PTI had already passed, appending here with our invoice for your further action. Will be sending you the PTI report once receive it from our technician.

Dear ***, Further to the <whatever it is> below mentioned , the PTI has already passed , I'm guessing that the "PTI" is some sort of inspection. If so, then this wording is in my opinion not quite correct. The inspection does not itself "pass"; instead, whatever it is that's being tested passes the inspection.
