Is increase or is to increase

While I was writing the following sentence I couldn't decide whether I should put "increasing" or "to increase". Therefore, I would really grateful if someone could let me know which phrase would be most appropriate for the following sentence.


Though it is argued that this the most appropriate method to tackle this issue is increasing / to increase the fossil fuel price, I contend that it might not be the most effective measure as there are various better and viable alternatives available.
