Grammar

Is/ has been

Hello...I have a doubt.
'If a member is consistently absent for a period of 60 days without informing the presiding officer, then his seat in the house will be considered vacant.'
Is the usage of 'is' grammatical in the above sentence as it says 'a period of 60 days'?
I think 'has been' is the correct verb here, isn't it?
Thanks in advance.
