Is give/Is to give

This is a sentence written by John Lennin. I think it's a lyrics.

Question: "All we are saying is give peace a chance". I wanna know why it's 'give peace a chance' and not 'to give peace a chance'.

Somebody said the word 'to' is often omitted and is now acceptable.

Is it true?
