Is this a rule?

Here are the rules:

In the 'ng' ending the 'g' changes the sound from /n/ to /?/ but the 'g' remains silent. 'win' ~ /w?n/; 'wing' ~ /w??/.

In the 'nk' ending the 'k' changes the sound from /n/ to /?/ but the 'k' is also pronounced. 'wink' ~ /w??k/.
