Is expanding vs. has been expanding

----The population of Africa ___(expand)all the time.
---Right. Who knows what it will be like in the years to come.
This is a question created by a Chinese teacher. The given answer "is s expanding" . But I feel "has been expanding" is better. What do you think? Thank you very much!
