Is cover letter a kind of business letter?

I'm trying to do a paper on business letter writing. And I've found some general information about the rules and the layout of "business letters". While I was doing the research, I found a lot of passages talking about the letters for job hunting. I'm not sure whether I could put these kinds of letters under the topic of "business letter writing" or rather they belong to personal letters. Your ideas will help me a lot.
