Is considering vs has been considering

NHS England is considering whether community pharmacies should be commissioned to provide more vaccination services, including MMR jabs, in a bid to increase uptake.

Please explain the use of the present progressive in "is considering...". Vs "has been considering..."
Would the present perfect "has been considering..." be grammatically correct? How would the present perfect change the meaning?
