in this sentence, can I write it as "But since it is considered as an inhuman treatment' ?





<When rejected by the welfare facility, the homeless might be deserted onto a nearby street.>



in this sentence, can I change 'onto a nearby street' part to'on a near street'?

You can add 'as', but, in my opinion, this would not improve it. You need 'on a nearby street' there. Certainly not 'a near street'.

You can add 'as', but, in my opinion, this would not improve it.
You need 'on a nearby street' there. Certainly not 'a near street'. 'near' is not used before a noun that way. And certainly not 'onto a street'. 'deserted' doesn't take a preposition of motion like 'onto'.
