Is "consider developing something"correct?

Without the Covid-19 epidemic, we might never have considered doing delivery business and develop new products.

This sentence is taken from newspaper. Why they use (develop) instead of (developing)? I thought consider should always followed by a gerund.

The verb 'develop' is either within the scope of 'have' (in which case it should be 'developed') or within the scope of 'considered' (in which case it should be 'developing'). We might never have [considered ... ].

The verb 'develop' is either within the scope of 'have' (in which case it should be 'developed') or within the scope of 'considered' (in which case it should be 'developing').

We might never have [considered ... and developed ...].
We might never have considered [doing ... and developing ...].

So either way 'develop' is wrong.
