Is "Both" singular or plural? Example: "Jack and Jill, both went up the hill."

"Jack and Jill, both run up the hill."

Is the above sentence correct?

"Both Jack and Bill run up the hill" would sound better.

You say "both are expensive", and not "both is expensive".
