Is believed to have ... and be ...

Hi all! "He is believed to have strong will power and be careful with every step he takes". So in this sentence, shall I use "be" or "to be" after the word "and"? Thank you : )

I think "to be" is slightly better. "willpower" is usually one word nowadays.

I agree. In this case the first to just isn't strong enough (close enough?) to the second verb for the proper reference.
