Is being introduced vs is introduced

eMeds is an electronic prescribing and medicines administration system that is being introduced across inpatient and outpatientsettings at LTHT, to improve the safe use of medicines within the Trust.

I saw the above on our intranet page about Emeds prescribing system

Is "is being.." the present progressive passive?

Why have they used progressive form and not the "is introduced"?
