Why we use 'is been' ? is the usage of 'is been' or 'has been' same.

I can't really think of a use for the phrase is been. Do you mean is being?

As far as I'm concerned, is been is simply wrong. However, COCA lists 32 matches, although many of them appear to be misspelled transcriptions of (spoken) is being, and some of the rest contain other errors. The Corpus of Global Web-Based English contains a frightening 1419 matches.
