Is « barometer » the correct word?

Is barometer the correct term? Would you use a different term?

Is the sentence naturally phrased?

How substantial the soccer broadcast rights are for each country is a barometer for whether the season will resume or not. If it isn’t worth financially to resume, I don’t think the government will let the clubs finish the season.

Are any of the sentences correct?

1 The more substantial the broadcast rights, the more incentive for the government to let the clubs finish the season.

2 The more substantial the broadcast rights, the more incentive it gives the government to let the clubs finish the season.

Thanks
