Is "As If Clause" Complement Of Seems?

It seems as if he lost all his money in the gambling.


Could it be that "it" is an impersonal pronoun as in it was raining, "as if clause" being a complement of seems?

If that's the case, I'm not sure whether "as if clause" is an adjectival complement or adverbial complement.
