Is articles change with accent

Yesterday I was in an argument with my friend

He used "an" before the word "fate"

And I told him he can't use "an" with a word start from sound of a consonant

But he told me that yes "an" can be used with "fate" because in different accent pronunciation of the words are different.


Is it true ?
