1. The remainder of the data rate are/is the overhead bits that are required for transmission. (Do I use 'are' or 'is' for that bold part of the sentence? Is the subject 'remainder'? If so, I should use 'is' right?)

It should be 'is' here. I have 24Mbit per second. My ISP gives me 24Mbit per second.

It should be 'is' here.

I have 24Mbit per second. My ISP gives me 24Mbit per second.
This is called bandwidth.

My bandwidth is 24Mbit per second. The word 'bandwidth' is a synonym for the words 'data transfer rate'. [ This is purley in computer networking. Their may be different definitions for other electronic communications.]
