Is "an as high as possible" grammatically correct?

Hi, I have encountered a sentence like ".. asks for an as high as possible quality" in a document written by a non-native English speaker. I would write it like "asks for the highest possible quality", but I'm not quite sure if the first one is correct or not. Can anybody tell me? Thanks.
