Is an aqueduct created?

Hello there,

Please help me in English collocation .

Is an aqueduct "created" by people many times? Isn't it "constructed" or simply "built", in case it is not implying the first investment of mankind but an aqueduct came into existence by a certain group of people for a practical use in a local place?

I am checking a delivered translation and wondering about some English expression translated from Japanese.

I think an aqueduct is rather "constructed" or " built" in this case because the process occurs in the arrangement of existent materials but not from zero.

"Creating" rather seems to be an action of production from zero, often by artists or transcendent existences.
